Executive summary

The same salary costs an employer up to 43 percentage points more depending on where the employee sits. Five findings from our 15-market review:

  1. Statutory on-cost ranges from 0% to 43% of salary. At the middle salary band (about US$60,000), France adds 43%, the Netherlands 26.5% and Singapore 17.2%, while Botswana, South Africa, Kenya and Hong Kong add under 4%. The average across 14 costed markets is 12.4%.
  2. Ceilings change the picture at senior levels. Contribution caps in Vietnam, Hong Kong, Singapore, Kenya and the Netherlands cut the on-cost sharply as salaries rise; France, Hungary and Malaysia apply their rates with no practical ceiling.
  3. Mandatory extras are part of the budget. The Dutch 8% holiday allowance, Indonesia's THR (one month's pay) and Mexico's aguinaldo are not optional bonuses.
  4. Exit costs vary more than entry costs. Ending a 3-year employment costs about 2 weeks' pay in Botswana but 4.5 months in Vietnam and over 6 months in Indonesia and Mexico.
  5. 2027 brings real changes. UK unfair dismissal protection after 6 months (January 2027), Mexico's 46-hour week, the Dutch 30% ruling falling to 27%, and Botswana's new Employment and Labour Relations Act.

1. United Kingdom

A UK employer pays about 14–16% on top of gross salary in statutory costs, driven almost entirely by employer National Insurance at 15%.

Key facts — Currency GBP · Payroll monthly via PAYE/RTI · National Living Wage £12.71/hour (21+) · Annual leave 5.6 weeks · Tax year 6 April – 5 April.

Mandatory extras — None. There is no 13th month or statutory bonus.

Termination after 3 years (£47,000, age 30, redundancy) — 3 weeks' notice (≈ £2,712) plus statutory redundancy pay of 3 weeks capped at £751 a week (£2,253): about £4,965.

2027 watch-list — Unfair dismissal protection after 6 months' service and no compensation cap from 1 January 2027; further Employment Rights Act 2025 regulations; April 2027 rates.

2. Netherlands

A Dutch employer pays about 26% on top of salary at low and middle bands — 8% holiday allowance plus 17% employer insurances — falling to about 21% at high salaries as the contribution ceiling applies.

Key facts — Currency EUR · Payroll monthly · Minimum wage €14.99/hour (21+, from July 2026) · Annual leave 4× weekly hours · Holiday allowance 8%.

€108,000€8,640€13,603€130,24320.6%

The lowest band is €32,000 because €27,000 would fall below the Dutch minimum wage. Pension is excluded: it is mandatory where an industry-wide fund applies and can add 10–20%.

Termination after 3 years — 1 month's notice plus a transition payment of 1/3 month per year: about 2 months' salary, with UWV or court approval, or a settlement agreement.

2027 watch-list — The 30% ruling falls to 27% for most newer rulings; minimum wage indexation in January and July; plans to curb flexible contracts.

3. France

France is the most expensive market in this guide: employer contributions add about 43% to gross salary before the general reduction (RGDU), which lowers costs on salaries up to 3× the minimum wage.

Key facts — Currency EUR · Payroll monthly (DSN) · Annual leave 5 weeks · 35-hour legal week · Social security ceiling (PASS) €48,060 for 2026.

Figures are before the RGDU reduction, so the €27,000 band costs noticeably less in practice. Collective agreements often add mandatory health cover (at least 50% employer-paid), executive provident cover and a 13th month.

Termination after 3 years — 2 months' notice plus statutory severance of 1/4 month per year: about 2.75 months' salary, before any higher collective agreement amount.

Choosing a hiring model

  • Employer of Record — fastest route (days, not months) for the first employees in a new market, or to test a market without committing to an entity.
  • Own entity — usually more economical once headcount reaches roughly 15–20 in one country, or when local contracts, licences or tenders require a local company.
  • Contractors — only for genuinely independent work; misclassification risk is rising in the UK, EU, Kenya and Botswana.

Truerix runs all three models through its own entities in 50+ countries and partners in 150+, and can move employees from EOR to your own entity when you are ready.
