Executive summary
The same salary costs an employer up to 43 percentage points more depending on where the employee sits. Five findings from our 15-market review:
- Statutory on-cost ranges from 0% to 43% of salary. At the middle salary band (about US$60,000), France adds 43%, the Netherlands 26.5% and Singapore 17.2%, while Botswana, South Africa, Kenya and Hong Kong add under 4%. The average across 14 costed markets is 12.4%.
- Ceilings change the picture at senior levels. Contribution caps in Vietnam, Hong Kong, Singapore, Kenya and the Netherlands cut the on-cost sharply as salaries rise; France, Hungary and Malaysia apply their rates with no practical ceiling.
- Mandatory extras are part of the budget. The Dutch 8% holiday allowance, Indonesia's THR (one month's pay) and Mexico's aguinaldo are not optional bonuses.
- Exit costs vary more than entry costs. Ending a 3-year employment costs about 2 weeks' pay in Botswana but 4.5 months in Vietnam and over 6 months in Indonesia and Mexico.
- 2027 brings real changes. UK unfair dismissal protection after 6 months (January 2027), Mexico's 46-hour week, the Dutch 30% ruling falling to 27%, and Botswana's new Employment and Labour Relations Act.

A Dutch employer pays about 26% on top of salary at low and middle bands — 8% holiday allowance plus 17% employer insurances — falling to about 21% at high salaries as the contribution ceiling applies.
Key facts — Currency EUR · Payroll monthly · Minimum wage €14.99/hour (21+, from July 2026) · Annual leave 4× weekly hours · Holiday allowance 8%.
| Contribution (2026) | Rate | Base |

| €108,000 | €46,457 | €154,457 | 43.0% |

Choosing a hiring model
- Employer of Record — fastest route (days, not months) for the first employees in a new market, or to test a market without committing to an entity.
- Own entity — usually more economical once headcount reaches roughly 15–20 in one country, or when local contracts, licences or tenders require a local company.
- Contractors — only for genuinely independent work; misclassification risk is rising in the UK, EU, Kenya and Botswana.
Truerix runs all three models through its own entities in 50+ countries and partners in 150+, and can move employees from EOR to your own entity when you are ready.
